When I ask for advice, I am NOT asking to be told what to do.
When I ask for advice, I want to hear someone else's reasoning, or I want to hear something I hadn't thought of myself, or I just want to hear what someone else thinks.
When a decision is hard to make (always because the net difference of the pros and cons of the various options is very small), I may ask for advice as a form of opening up the vote.
There are many reasons for not taking offered advice: the most frequent is that I need not act NOW. Waiting (and listening to advice) is often the best course when you are really stuck.
